No law for this crime?

12 year old boy Rahul was in panic and his mother was trying to sustain him and father was staring at a girl with anger, the crowd was silent when Shalini's father tried to slap her then a police man stopped him from doing it and said 
"I don't know what charges should be set on her that is why I can not arrest her, law related this crime is not enforced in our country, please take her home and teach her some morals" 
About what crime was this police man spelling out? yes, there is no law for this crime executed by a 16 year old girl. Actually 12 year old Rahul was playing cricket in the park. 16 year old girl Shalini also came here. Suddenly Rahul querreled with his friends. As they both were
 neighbour Rahul requested her for right judgement. Shalini supported Rahul and invited to play an interesting game with her. 
Being excited Rahul got agree, Shalini insisted him to go somewhere else because there was disturbance , Rahul hadn't any problem because he did  not miss any chance to play this special game. 
Shalini took her in a ruins, Rahul said ' let's start the game, Didi!'

Shalini started talking vulgar words, Rahul did not like this and wanted leave but Shalini didn't let him go and molested him. Rahul could not understand but he was anable to feel comfortable, so he cried and many people gathered around them, Rahul explained how he was sexually harrassed by Shalini.
Shalini was frown  and her parents didn't want to talk about this matter.
whole society was shocked and the police was helpless.
But tell me, did Shalini deserve to be punished? after all she was a perpetrator. This is real incident of a city named Kanpur (Uttar Pradesh).
